Position Details ABOUT OUR JOB The Environmental Planner is responsible for overseeing and managing all components of the City of Rapid City and Pennington County Air Quality programs in accordance with the agreement between the City and the South Dakota Department of Agriculture & Natural Resources (DANR).
In addition, the Environmental Planner position is responsible for reviewing Urban Land Use plans and regulations to promote sustainability in design and impact.
Essential Duties and Responsibilities: Oversees and manages all components of the City of Rapid City and Pennington County Air Quality programs in order to maintain compliance with the Clean Air Act and the United States Environmental Protection Agency’s National Ambient Air Quality Standards.
Reviews permits, including air quality and building permit site plans, to ensure compliance with regulations and issues letters of compliance as needed.
Review development and construction plan submittals to the City to communicate air quality control regulations and permitting applicability to developers and contractors.
Conducts air quality inspections and investigations in the designated Air Quality Control Zone, including but not limited to permitted sites and site?specific complaint monitoring; recommends actions needed based on findings.
Aids and supports the City staff, elected and appointed officials, the public, governing bodies, the Air Quality Board, and other agencies to promote air quality; including facilitating the quarterly meetings, preparing agendas and minutes, and maintaining the air quality website.
Conducts investigations into complaints and possible ordinance and permit violations to determine appropriate enforcement actions; prepares and issues violation notices and corrective correspondence, providing testimony in legal proceedings as needed.
Maintains all required certifications and permits for position by State and Federal Environmental guidelines and participates in the review process of any changes.
Prepares and submits an annual report to the DANR and submits quarterly reimbursement requests with appropriate documentation to the South Dakota Department of Agriculture and Natural Resources.
Participates in developing comprehensive plans and their implementation through the zoning ordinances, subdivision regulations, and other regulations and plans to promote sustainability.
Uses computer and software applications to conduct or coordinate studies to collect original research data for environmental planning projects, and determines statistical techniques to be used.
Additional Information ABOUT YOU We understand your time is valuable and encourage you to apply if you meet the following requirements: Education and/or Experience: A bachelor’s degree from an accredited college in Environmental Science, planning, geography, or a related field is required, and (2) two years of related experience.
Geographic Information System (GIS) and/or Blue Beam experience is desirable.
Must be able to secure Visual Emission Evaluation (EPA Method 9) certification within one year from the date of hire Must possess a valid driver’s license or ability to obtain within 30 days from the date of hire.
A combination of education and experience deemed appropriate to fulfill the role and responsibilities of this position will be considered.
