Position Details ABOUT OUR JOB The Tax Increment Financing (TIF) Planner I, II, or III assists with performing various activities including financing, economic development, and planning principles related to administering the City’s Tax Increment Financing (TIF) Program.
This position is also responsible for executing economic development projects that assist in the development and implementation of community plans, regulations, and policies to support orderly growth per the adopted comprehensive plan.
Essential Duties and Responsibilities: TIF Planner I: Serves as the City’s Tax Increment Financing (TIF) Planner and assists with administering the City’s Tax Increment Financing Program including evaluation of application materials, processing requests, preparing project plans and contract documents, monitoring active districts, coordination with the Tax Increment Review team and other related tasks.
This position involves evaluating compliance with legal and administrative requirements and testing the adequacy of planning and financial information submitted.
Evaluate compliance with legal and administrative requirements within the Rapid City Municipal Code, adopted Rapid City TIF Policy, and South Dakota Codified Law 11-9.
Tests the adequacy of project and financial information submitted, including pro-formas and amortization schedules.
Prepares oral, narrative, and graphic reports, makes recommendations, and delivers public presentations on TIF proposals.
Provides local officials, developers, engineers, and others with information regarding the TIF Program and other economic development initiatives.
Uses computer and software applications, including Geographic Information System (GIS) tools and Microsoft Office products, to analyze and present information for TIF projects.
Provides staff support and project coordination for the Tax Increment Financing Review Committee, as well as other various commissions and committees.
Writes and submits grant applications, as well as manages and monitors grant programs to ensure compliance with all applicable federal, state, and local requirements.
TIF Planner II: All of the above duties, plus: Analyzes TIF Policy regulations and brings forward amendments as needed to promote economic development.
Assists in the design, delivery, and implementation of economic development projects such as land use studies, neighborhood plans, urban infill initiatives, housing policies, and other projects.
Reviews complex development requests for compliance with applicable ordinances and regulations.
Uses computer and software applications, including GIS tools and Microsoft Office products, to conduct or coordinate studies, and to collect original research data to analyze the cost and benefit of existing and proposed TIF projects in the Community.
TIF Planner III: All of the above duties, plus: Provides leadership, including assistance, support, and guidance to other team members, and coordinates development plan reviews with other agencies.
Analyzes, inspects, and makes recommendations relative to existing and proposed economic development projects.
Advocates for economic development advancements both at local and state levels.
Additional Information ABOUT YOU We understand your time is valuable, so we encourage you to apply if you meet the following minimum requirements: Qualifications: TIF Planner I: Master’s Degree in public/business administration, economic development, or urban and/or economic planning; or Bachelor's degree from a four-year college or university in the above fields and two years of progressively responsible experience in municipal planning or economic development.
TIF Planner II: Master’s Degree in public/business administration, economic development, or urban and/or economic planning and two years of progressively responsible experience; or Bachelor's degree from a four-year college or university in the above fields and four years of related experience in municipal planning or economic development.
TIF Planner III: Master’s Degree in public/business administration, economic development, or urban and/or economic planning and four years of progressively responsible experience; or Bachelor's degree from a four-year college or university in the above fields and six years of related experience in municipal planning or economic development.
Certificates, Licenses, Registrations: Must possess a valid driver's license or ability to obtain within 30 days from the date of hire.
American Institute of Certified Planners (AICP) Certification is highly desirable.
